FMCSA BOC-3 Requirements: Who Files & What You Need

Can I file a BOC-3 online myself?

You can order filing service online, but a carrier's designation must be filed by its process agent. FMCSA allows a broker or freight forwarder applicant without commercial motor vehicles to file for itself. See the official BOC-3 instructions before choosing a filing route.

Where do I need process agents?

For carriers, FMCSA describes designations for the states of operation and the states traveled through. Its broker guidance addresses states where offices are maintained and contracts are written. Blanket process-agent service arranges the required coverage through one provider. Review the FMCSA process-agent explanation for the rules and special cases.

Information to check before submitting

Legal company name and USDOT number, matched to the intended FMCSA record.
MC, FF, or MX number if applicable, and whether you are applying as a carrier, broker, or freight forwarder.
Business address, phone number, and a monitored contact email.
Whether an existing process-agent designation or previous payment already covers your request.
The filing price and any separately selected subscription or renewal terms.

BOC-3 and UCR are different requirements

BOC-3 designates process agents. UCR is a separate annual registration program for businesses subject to it. Paying for one does not establish that the other is complete. What to verify after payment

Save the payment receipt and review the company's filing confirmation. Then check the applicable FMCSA registration record. BOC-3 is one part of the process: insurance filings and other authority requirements are separate. An approved card charge is not permission to begin operations.

For example, if your record still shows an outstanding insurance requirement after BOC-3 is processed, buying a second BOC-3 does not resolve that insurance issue. Ask which requirement is still outstanding before making another payment.

Does BOC-3 require an annual government renewal?

Do not confuse a provider's service agreement with a government filing schedule. FMCSA's instructions address submitting a new designation when process-agent arrangements change. Separately, your provider may have annual or monthly service terms. Check your agreement, existing designation, and paid-through date before paying a renewal notice.
